Why these layers?

Cross-sector reference layers. Productive territories locate concentrations of activity and capability; ports and logistics reveal flows and bottlenecks; research infrastructures indicate knowledge, testing and scale-up capacity; municipal evidence shows where impacts and mobilisation occur locally.

Critical Raw Materials is the first pilot, not the boundary of the model. The same layer types support every strategic lens, but only layers relevant to the selected question and backed by governed data should be activated.
